У дисертації проводиться аналіз політичної культури польської та
української молоді, яка народилася та виросла в умовах становлення
демократії. Запропоновано чотирьохкомпонентну методологічну схему
політичної культури молоді. В історичному ракурсі проаналізовано передумови
формування політичних культур польського та українського народів та їх вплив
на сучасну політичну культуру молоді. З’ясовано тип політичної культури
польської та української молоді в сучасну добу, їх спільні та відмінні риси.
Розкриваються положення про напрями формування політичної культури
української молоді в умовах новітніх суспільно-політичних реалій, в яких
опинилася Україна після подій Майдану 2013–2014 рр. Досліджено вплив
новітніх та традиційних інститутів політичної соціалізації, а також
громадянської освіти на формування демократичної політичної культури
української молоді.

The dissertation is dedicated to the research of the political cultures of
contemporary Polish and Ukrainian youth. These are the young generations, who
were born and grew up in a democracy after the fall of communism in Central and
Eastern Europe, and who have no experience of living under a totalitarian regime.
The author defines the theoretical and methodological principles of the thesis,
based primarily on the works of Polish and Ukrainian political and social scientists,
as well as representatives of other schools of thought. The concept of political
culture, which characterizes the approach represented by the Polish scientist
J.‒Garlicki, relies on four criteria in researching the political norms, values, symbols,
beliefs, attitudes and actions of the political culture of young people. These are their
cognitive, axiological, evaluative-affective and behavioral components.
The author analyzes first the historical sources of the political cultures of Poles
and Ukrainians. These people are quite similar in terms of culture, language and
traditions, but in terms of political culture they prove to be somewhat different. The
political culture of Poles appears more consensus-oriented, especially in regard to
external politics. In contrast, the political culture of Ukrainians is marked by
heterogeneity with regional differences in orientations and attitudes towards internal
and external politics – the result of a long-term sovereignty and territorial dispersion
under different states. Nevertheless, Poles and Ukrainians demonstrate a similar
balance between active and passive political participation which changes similarly
during times of political and social crises. Analysis of the collected data indicates that the political cultures of
contemporary young Poles and Ukrainians are closer than those of the respective
older generations, as a result of the spread of mass culture and the impact of
globalization. Following the classification of G. Almond and S. Verba, the author
defines the political culture of young Poles and Ukrainians as a mixed subjectparticipant
culture. They pay attention to politics if they see a personal interest or
benefit. They are in favor of a democratic political system, but they are devoid of any
sophisticated, political competence and their participation is mainly passive.
Moreover, this is a pragmatic youth with no crystallized ideology. Young Poles are
more proud to be citizens of their country; more critical towards democracy and less
supportive of the current political regime than Ukrainians. The youngest generation
of the latter is more concerned with politics, their attitude is more pro-democracy, but
they have less trust in the institutions of government than young Poles.
With reference to the results of this comparison the author studies in detail the
new social and political realities in Ukraine, as they emerged after the Maidan
revolution 2013–2014, and formulates proposals for desirable directions of
development political youth culture in Ukraine. These include: democratization, an
increase in historical consciousness, the development of political competence and a
higher degree of active political participation, based on democratic values, which can
unite the country. The author examines the role of the new agencies of political socialization,
such as the Internet and social networks, in developing a democratic political culture
of Ukrainian youth. These media outlets offer a forum for public debates, where the
young actively participate. Youth organizations are still an important agency of
personal political development, where the young can acquire skills of responsible
citizenship. The political socialization of youth needs to embrace the knowledge of
the political traditions and the values of other countries and incorporate them into
Ukrainian society.
Civic education is a basic requirement for giving political competence to
Ukrainian youth, understanding the core elements of the state and of citizens’ rights
and duties is the responsible foundation for political activity. The author emphasizes
that the aim of civic education in contemporary society is not only to transmit certain
knowledge, but also to develop critical thinking and rationale.

культуры украинской молодежи в условиях новейших общественно-
политических реалий, в которых оказалась Украина после событий Майдана
2013-2014 гг. Исследовано влияние новейших и традиционных институтов
политической социализации, а также гражданского образования на
формирование демократической политической культуры украинской
молодежи.
