Інтеграція в європейський освітній простір: здобутки, проблеми, перспективи

Abstract

У статті розглядаються процеси інтеграції систем вищої освіти України в європейський простір. Актуальність теми зумовлена тим, що нині вітчизняна освітня система переживає відповідальний період розвитку. Національна доктрина встановила пріоритет освіти в державній політиці країни, визнавши її сферою відповідальності та інтересів держави. При цьому однією з найважливіших складових частин реформ вищої школи є завдання інтеграції української освіти у світову освітню систему з урахуванням глобальних тенденцій. У процесі дослідження проводиться порівняльний аналіз Індексу рівня освіти у країнах світу (Education index), що використовується як комбінований показник Програми розвитку Організації Об’єднаних Націй (ПРООН), що засвідчує швидку динаміку зростання рівня освіти в низці країн ЄАЕС. Виявлено деякі спільні проблеми та труднощі процесу європейської інтеграції. Було встановлено, що перспективою інтеграції європейських систем вищої освіти є створення єдиного європейського навчального плану, а світоглядною основою європеїзації стала ідея формування єдиної міжнаціональної спільноти. В освіті, яка відіграє роль провідного процесу інтернаціоналізації, ця концепція набула розвитку в понятті “європейський вимір”, основним завданням запровадження якого у сфері освіти є передусім модернізація змісту освіти на всіх рівнях. Результати досліджень свідчать, що будь-які освітні спілки стають нині політичним інструментом, тому приєднання до європейського простору вищої освіти без адаптації його принципів до соціально-історичної специфіки країни не сприяє практичному зростанню конкурентоспроможності систем вищої освіти України та не підвищує якість освіти. Отримані результати показують новий (європейський) статус системи вищої освіти України.

The article deals with the processes of integration of Ukrainian higher education systems into the European higher education area. The relevance of the topic is due to the fact that at present the domestic educational system is going through a crucial period of development. The national doctrine established the priority of education in the state policy of the country, recognizing it as the sphere of responsibility and interests of the state. At the same time, one of the most important components of the reform of higher education is the task of integrating Ukrainian education into the world educational system, taking into account global trends. In the course of the study, a comparative analysis is carried out of the Education Index in the countries of the world (Education index), used as a combined indicator of the United Nations Development Program (UNDP), which shows the rap-id dynamics of growth in the level of education in a number of EAEU countries. Some common problems and difficulties of the European integration process are revealed. It was found that the prospect of integrating European systems of higher education is the creation of a unified European curriculum, and the idea of forming a single interethnic community became the ideological basis of Europeanization. In education, which is assigned the role of the leading process of internationalization, this concept has been developed in the concept of the European dimension, the main task of introducing which into the field of education is, first of all, the modernization of the content of education at all levels. The research results show that any educational unions today are becoming a political tool, therefore, joining the European Higher Education Area without adapting its principles to the socio-historical specifics of the country does not contribute to the practical growth of the competitiveness of Ukrainian higher education systems and does not improve the quality of education. The obtained results demonstrate the new (European) status of higher education systems in Ukraine.
