У дисертації визначені та теоретично обґрунтуванні характерні риси,
типологія, основні умови формування громадянської культури локальної
демократії в сучасній Україні. Запропоновано авторське визначення культури
локальної демократії. Здійснена оцінка рівня розвитку світоглядної складової
цього феномену за ціннісним і знаннєвим критеріями, а також оцінка
діяльнісної складової, яка виявляється в участі громадян в механізмах
локальної демократії. Встановлено загалом незадовільний стан культури
локальної демократії сучасного українського суспільства, виявлено тенденції до
її поступового зростання. Запропоновано механізм розвитку культури
локальної демократії сучасного українського суспільства. Зокрема окреслено
освітньо-інформаційні умови реалізації такого механізму. Охарактеризовано
напрямки вдосконалення діяльності органів державної влади та місцевого
самоврядування у контексті розвитку культури локальної демократії. З’ясовано
особливості їх взаємодії з інститутами громадянського суспільства у світлі
формування громадянської культури локальної демократії сучасного
українського суспільства. Перспективним вбачається саме такий шлях розвитку
цієї складової політичної культури – через комплексну взаємодію державної
влади, місцевого самоврядування, громад, громадянського суспільства, з
широким залученням до процесу локально-демократичної соціалізації громадян
засобів масової інформації та закладів освіти.
В диссертации определены и теоретически обоснованы характерные
черты, типология, основные условия формирования гражданской культуры
локальной демократии в современной Украине. Предложено авторское
определение культуры локальной демократии. Осуществлена оценка уровня
развития мировоззренческой составляющей этого феномена на основе анализа
уровня формирования ценностей и знаний граждан, а также действенной
составляющей, которая выявляется в участии граждан в механизмах локальной
демократии. Установлено, в общем, неудовлетворительное состояние культуры
локальной демократии современного украинского общества, выявлены
тенденции к ее постепенному росту. Предложен механизм развития культуры
локальной демократии современного украинского общества. В частности
обозначены образовательно-информационные условия реализации данного
механизма. Охарактеризованы направления совершенствования деятельности
органов государственной власти и местного самоуправления в контексте
развития культуры локальной демократии. Выяснены особенности их
взаимодействия с институтами гражданского общества в свете формирования
гражданской культуры локальной демократии современного украинского
общества. Перспектива развития этой составляющей политической культуры
обусловлена комплексным взаимодействием государственной власти, местного
самоуправления, общин, гражданского общества, с широким вовлечением в
процесс локально-демократической социализации граждан средств массовой
информации и учебных заведений.
Some notions which are theoretically justified , characteristic features, the main
conditions of forming public culture of local democracy in modern Ukraine are
noticed in the work.
The basic notions of the research paper that characterize the culture of local
democracy as socio-cultural event and as a specific part of local political culture, a
phenomenon of self-discipline by citizens political participation in resolving local
problems are discovered in dissertation.
It is found out that some separate politically-cultural events which are possible
to interpret and showings of local democracy culture are marked already in works of
antique authors. Determinazation of culturally-political realities by juridical and
ethical sanctions from the side of community is continued by thinkers-humanists of
Renaissance, New Age, Еnlightenment. From the middle of 20th century the culture of local democracy is realised as a part of local political culture as the totality of
positions and orientations by members of local community (values, symbols,
examples of settings and behaviour). The works of modern national and foreign
scientists where the idea of public culture is justified as the main indicator of active
citizens are analysed in details too.
It is suggested the author's identification of local democracy culture as a part of
local political culture, system of knowledge, values, beliefs of the members of
territorial community as for legally determinated mechanisms of local democracy and
also as for forms of political participation in these mechanisms, models of behaviour,
social norms, fundamental principles and sociable institutions that orient subjects on
these forms of activity in locally-political area or on other ones which transfer the
accumulated experience of resolving local tasks and promote the resistance of local
democracy by time.
It is executed the evaluation of worldview part of local democracy culture
development level by valuable and knowledgable criteria and also the evaluation of
valid component which is shown in citizens participation in mechanisms of local
democracy. It is made the conclusion about unsatisfied position in mostly ways in
local democracy culture of modern ukrainian society. At the same time it is
discovered the tendencies of partial increasing trustworthy from the ukrainian
population's side to the mechanisms of local democracy and enlarging the quantity
indicators of suitable citizens participations.
It is characterized the main features and directions of activity evolution of state
power organs local government in the context of local democracy culture
development; it is noticed the main barriers for forming culture which are connected
with imperfection activity of mentioned organs; it is analysed the peculiarities of
interconnection by organs of local government with institutions of public society in
the concept of forming public culture of local democracy of ukrainian modern
society. It is found out the development tendencies of public local democracy culture
in communities which exist with the help of activation by institutions of public
society's activity and successful realization of normalized mechanisms and
instruments of local democracy.
It is discovered the conditions of effective public local democracy culture from
the point of forming mass media activity.
It is analysed also the educational aspect of problem which is came out through
the educational establishments activity and with the help of realisation of educational
projects by institutions of public society. It is proposed the educational program
«Public Culture of Local Democracy» for higher education establishments with the
aim of increasing the political activity of citizens in the sphere of local democracy.
