У статті аналізується правове регулювання механізмів локальної демократії;
виокремлюються етапи в розвитку нормативно-правового регулювання механізмів локальної
демократії на загальнодержавному рівні та регламентування їх впровадження. Робиться
висновок про основні напрямки вдосконалення діяльності органів державної влади у
контексті розвитку культури локальної демократії, якими є: інституційні зміни у вказаній
сфері, налагодження взаємодії (політико-культурної комунікації, співпраці) громадськості і
органів влади, прийняття виважених управлінських рішень. Головними механізмами
налагодження ефективної взаємодії громадськості та органів влади мають стати:
публічний менеджмент, надання публічних послуг на засадах концепції належного
врядування; сукупність правових норм, які забезпечують вільний доступ громадян до
управлінської інформації; постійний моніторинг громадської думки.
The article analyzes the legal regulation of the mechanisms of local democracy; the stages
in the development of legal regulation of mechanisms of local democracy at the federal level and
the regulation of their introduction. Conclusion is made on the main directions of improvement of
the activity of state authorities in the context of the development of the culture of local democracy,
which are: institutional changes in the specified sphere, the establishment of interaction (political
and cultural communication, cooperation) of the public and authorities, and the adoption of sound
management decisions. The main mechanisms for establishing effective interaction between the
public and authorities should be public management, provision of public services based on the
concept of good governance; a set of legal norms that ensure the free access of citizens to
management information; continuous monitoring of public opinion.
