Сучасні особливості інституціоналізації демократії в Україні

Abstract

У статті аналізуються особливості інституціоналізації демократії в Україні на сучасному етапі. Розглянуто основні чинники, що зумовлюють трансформаційні процеси в Україні, зокрема, зміна системи державного управління на парламентсько-президентську, функціонування політичної системи в умовах суспільно-політичної нестабільності, особливий статус інститутів громадянського суспільства. Обґрунтовано позицію щодо позитивних та негативних (переважання недемократичних елементів політичної свідомості громадян, нелегітимність органів державної влади, нездатність політичних інститутів реалізувати поставлені у ході протестних виступів завдання) зрушень в процесі інституціоналізації демократії. Це дало можливість вказати на пріоритетні шляхи сприяння подальшій інституціоналізації демократії: вдосконалення законодавства щодо парламентської діяльності партій та виборчої системи, створення умов для вільної легальної діяльності опозиції, інституціоналізації конфлікту, політико-правової освіти, сприяння розбудові інститутів громадянського суспільства, формування демократичного стилю поведінки, віра у цінність демократичних принципів, бажання захищати свої права, виховання активної громадянської позиції, демократичних традицій та правил гри.

The article analyzes the peculiarities of the democracy institutionalization in Ukraine at the present stage. The main factors that determine the transformation processes in Ukraine are considered, in particular, the change of the system of state administration in the parliamentarypresidential, the functioning of the political system in the conditions of socio-political instability, the special status of civil society institutes. The position on positive and negative сhanges in the process of institutionalization of democracy (the predominance of undemocratic elements of political consciousness of citizens, the illegitimacy of state authorities, inability of political institutions to realize the tasks posed during protest actions) is substantiated. This made it possible to point out the priority ways of promoting further institutionalization of democracy: improvement laws of parties parliamentary activities and the electoral system, creation of conditions for opposition free legal activity, institutionalization of the conflict, political and legal education, assistance to the development of civil society institutions, the formation of a democratic style conduct, faith in the value of democratic principles, the desire to protect their rights, the education of the active civic stance, democratic traditions and rules of the game.
