Суспільні інтереси польської національної меншини у політико-культурному просторі незалежної України

Abstract

У дисертації вперше в українській політичній науці проаналізовано суспільні інтереси польської національної меншини у політико-культурному просторі незалежної України. Описано зміни у розвитку польської громади України у процесі становлення незалежної української державності наприкінці ХХ – на початку ХХІ століття. Проаналізовано соціальні, культурні, освітні, наукові, інформаційно-комунікативні інтереси польської національної меншини й розглянуто особливості їхнього забезпечення. Показано місце і роль політичних інтересів польської етнічної групи серед інших суспільних інтересів, представлено артикуляцію і реалізацію останніх через державні і недержавні політичні інститути України та Польщі, а також виплив українсько-польських відносин на забезпечення інтересів польської національної меншини України. Обґрунтовано думку про те, що адекватне забезпечення суспільних інтересів національних меншин безпосередньо пов’язано з розвитком політичної культури суспільства, удосконаленням інституціональної інфраструктури політичної системи, створенням толерантного мікроклімату в суспільно-політичних відносинах, демократизацією соціуму в умовах перехідного суспільно-політичного розвитку.

In the dissertation for the first time in the Ukrainian political science the public interests of the polish national minority in the political and cultural space of the independent Ukraine has been analyzed. The social interests of the polish ethnic group in the process of incipience of the independent Ukraine, from 1989 to 2010/2011 in comparison with the situation of the polish ethnic group in USSR, has been presented. The changes in opportunity of the Ukrainian Polonia interests realization, which were caused by the internal situation in the country, the legislation formation, the deepening of the ukrainian-polish ties, has been indicated. The position and role of the polish ethnic group political interests among the other public interests, significance of their realization for the public interests in general, has been analyzed. The subjects of the articulation and representation of the political interests has been indicated. The polish ethic group public interests realization through the governmental institutes of the political system of Ukraine and Poland, their implementation through the non-governmental institutes of the political system has been described. The polish-ukrainian relations in the context of the polish community public political interests realization in Ukraine has been analyzed. The analysis of the polish national minority social and cultural interests has been conducted. The content of the social interests, which consist in amplification and consolidation of the community, creation of the amicable environment for it, the interests caused by the cultural needs of the polish community has been described. The implementation of the cultural interests in the narrow meaning of this word, which consist in the restoration of the polish culture memorials, existence of the polish artistic groups etc, has been shown. The realization of the educational interests of the polish community, communicated with the polish language study, existence of the polish language teachers, has been presented. The scientific related to educational interests of the polish national minority has been reviewed.
