Конституювання й функціонування політичної сфери транзитного суспільства: теоретико-методологічний аналіз

Abstract

У дисертації здійснене авторське теоретичне осмислення сучасної політичної сфери транзитного суспільства через призму світових політико- сферних проблем в історичному та політологічному вимірі – від стародавньої китайської стратегеми «закон – довіра – влада» і до поточного часу. Виявлено ґенезу сферного феномену та сформульовано авторську дефініцію політичної сфери. Вказано на логіколокус розміщення політичної сфери на соціологічному полі країни та визначено її трисекторну внутрішню конструкцію. Розведено поняття «політична сфера життя людини» та «галузі життєдіяльності людини». З позицій системного підходу уточнені структура і функції, що відповідають архітектоніці політичної сфери як взаємодії політичних відносин, політичних інститутів, політичної ідеології та супутніх елементів (політичної системи, політичної культури, політичного права та інших). З’ясовано логіку локалізації політичної сфери в контексті з іншими сферами суспільного життя, що зумовлює міру та інтенсивність впливу політичної сфери на життєдіяльність людей у будь-якій країні, тип політичного режиму, модель громадянського суспільства, форму політичного правління країною тощо. Отримало подальший розвиток сучасне бачення теоретико- методологічного потенціалу синергетики в аплікації до проблем конституювання і функціонування політичної сфери транзитного суспільства.

В диссертации предпринята попытка авторского теоретического осмысления современной политической сферы через мировые политико- сферные проблемы в историческом и политологическом измерении – от древней китайской стратегемы античных времен «закон – доверие – власть» до нашего времени. Выявлен генезис сферного феномена и сформулирована начальная авторская дефиниция политической сферы. Указан логиколокус размещения политической сферы на социологическом поле страны и определена ее трехсекторная внутренняя конструкция. Разведены понятия «политическая сфера жизни человека» и «отрасль жизнедеятельности человека». Получил развитие понятийно-категориальный аппарат выбранного предмета исследования. С позиций системного подхода уточнены структура и функции, отвечающие архитектонике политической сферы как взаимодействию политических отношений, политических институтов, политической идеологии и сопутствующих элементов (политической системы, политической культуры, политического права и других). Выяснена логика локализации политической сферы в контексте с другими сферами общественной жизни, что определяет меру и интенсивность воздействия политической сферы на жизнедеятельность людей в любой стране, тип политического режима, модель гражданского общества, форму политического правления страной и тому подобное. Получило дальнейшее развитие современное видение теоретико- методологического потенциала синергетики в аппликации к проблемам конституирования и функционирования политической сферы транзитного общества.

The main purpose of the study was the complex conceptualization of the phenomenon of the modern political sphere of transit society. The scientific novelty of the dissertation consists in conceptualizing the phenomenon of the political sphere, constructing the theoretical and methodological model of the political sphere, clarifying its components, differentiating the spheres of public life, revealing the nature of the political sphere, which determines the course of the constitution and functioning of its institutions and structures in the conditions of political modernization of Ukraine. It was proposed the concept of the scientific episteme «The theory of the political sphere of transit society». For this purpose, the history of the constitution of the triad is considered: (1) the sphere idea – (2) the concept of the social sphere – (3) the genesis of the theory of political sphere, reflected in ancient myths and folklore, diverse written sources of the Antique and Renaissance epochs, the European Medieval and Enlightenment, New and Newest Times. Taking into account the work of A. Maslow, V. Pareto et al. in relation to the social needs and interests of the person, social areas are classified (1) creative in which people produce tangible and intangible products, (2) consumer (in which people only consume these manufactured products) and infrastructural (serving all spheres of public life). The main features of the political sphere of modern transit society are outlined. This is in particular the uncertainty of the state strategy of development of society; lack of cooperation between the state and society in matters of regulation of various social relations; the unstable social relations and the rapid change in the form and content of many types of social relations, which in the political sphere is accompanied by a change in the dominant types of social ties, the division of power and the redistribution of authority, and so on. For the study, special methods are proposed related to practical-managerial means of the political sphere, in particular: human centered; triad; ethno-cultural construction of polity in a multicomponent society, etc. The conceptual-categorical apparatus of the chosen subject of research has been developed, namely, the vision of such categories as «the super sphere of public life», «reforming of the political sphere», «logic of the social life», «the system of political and spherical domination of the country», «sphere logic of the socio-political life». The content of the philosophical category «social existence of man», which contains two sub-concepts, is specified: a) «sphere of social life of man» and b) «branch of social life of man», as well as a scheme of correlation in the corresponding phases of deployment of various political processes of structural components of the political sphere. From the standpoint of system analysis, the structure and functions corresponding to the architectonics of the political sphere as the interaction of political relations, political institutions, political ideology and related elements (political system, political culture, political law, etc.), as well as the provision that the functioning of open dynamic systems, which is the political sphere, is provided by processes of self-organization, self-regulation and adaptation. It can be defined both as functions of the system and as its characteristics. Extended understanding of determinism of the triad method of socio-political transformations: (1) qualitative prerequisite transformational changes predetermine (2) consecutive social and purely political reforms, and the latter accumulate civilization potential (3) for a comprehensive socio-political modernization of the country. It is about the political sphere of life and its branches, which penetrate into the sociological field of neighboring spheres as a kind of subsystem «sections» of people's livelihoods. These political-sphere transformations are necessarily reflected in other areas of life and activities, which ultimately affects the modernization processes of the transit country. Further development of the modern vision of the theoretical and methodological potential of synergetics in application to the problems of constitution and functioning of the political sphere of transit society, as well as the position on the role of synergetics, which can serve as a means of disclosing the nature of the political sphere, indicating the need to withdraw from a one-sided, linear scenario of its constitution and functioning in a transit society. The logic of the localization of the political sphere in the context of other spheres of public life depending on its influence on neighboring spheres with its related branches of life is elucidated. As a result, the extent and intensity of the influence of the political sphere on the livelihoods of people in any country determines the type of political regime, the model of civil society, the modus of the constitutional order, the form of political government of the country. For the multi-ethnic society of Ukraine in the reform of the political sphere, special conditions and rules are proposed such as: non-interference in private life, humanitarian and cultural autonomy of regions and regions, unity in opposites, decentralization of political power as a promising way of developing an independent sovereign Ukraine to democracy.
