Політична культура регіону та її вплив на формування та реалізацію регіональної політики в Україні

Abstract

Досліджено особливості та типи регіональної політичної культури України, проаналізовано її вплив на формування ра реалізацію завдань регіональної політики у період національного державотворення. Розкрито сутність регіональної політичної культури як особливого виміру політичної культури регіону, засобу вираження його культурно-антропологічніого профілю, відображення політичних, економічних і соціокультурних особливостей життєдіяльності громадян. Показано значення даного феномену як особливого чинника регіональної політики держави. Наведено загальну характеристику основних видів регіональних культур в Україні, визначено їх локалізацію. Обгрунтовано теоретичні засади взаємодії регіональних політичних культур, визначено їх статус у структурі державного управління. Зроблено висновок, що регіональні політичні культури не є антагоністичними відносно одна до адної та до державної політки загалом і є підставою легітимації розвитку інститутів місцевого самворядування та регіоналізації у контексті розвитку демократичних процесів в Україні, Європі та світі. Висвітлено перспективи розвитку регіональних політичних культур України за умов трансформації суспільства на шляху до демократії. Проаналізовано етнокультурні особливості південного регіону України, показано їх значення у здійсненні державної політики на даній території. Запропоновано шляхи імплементації регіональних політичнх культур у контексті державного управління.

Political sciences analysis of an essence, peculiarities, types of regional political culture of Ukraine and its influence on the formation and realization of regional politics tasks in the period of national state formation is carried out in the dissertation. It is determined that political culture of a region has in the quality of its principal dimensions the regional political culture, general political culture of Ukraine and the global political cultural dimension. Among them it is regional political culture in its main point that expresses region’s cultural-anthropological shape, its peculiarities express political, economical and socio-cultural peculiarities of a life activity of the citizens in a particular region. It is proved that the regional political cultures have been formed as the reflection of the economical, political, historical-cultural, ecological etc peculiarities of a life activity of the population of the regions in Ukraine. Three main types of the regional political cultures are analyzed. They are: а) South-East; б) West; в) Center. It is defined that regional political cultures are not antagonistic against each other and against the state politics in general. They only emphasize the political interests of the citizens of a region and therefore in perspective will be the foundation of a legitimation of the interests of the local self-government development and regionalization in the context of the development of democratic processes in Ukraine, Europe and the world.
