Особливості соціальної роботи з особами з інвалідністю внаслідок війни

Abstract

Аналіз нормативних документів та наукових досліджень, дозволив окреслити проблеми осіб з інвалідністю внаслідок війни, а також дослідити особливості соціальної роботи з особами з інвалідністю внаслідок війни. Наведено основні причини інвалідності. На сьогодні, особи з інвалідністю внаслідок війни є однією з найбільш вразливих груп населення, які потребують соціального захисту та ефективної соціальної підтримки та допомоги. Подано опис послуги з надання статусу особи з інвалідністю внаслідок війни. Виокремлено проблеми, які виникають у осіб з інвалідністю внаслідок війни та їхніх сімей, а також соціальні послуги на які вони мають право. Основними напрямами державної політики у сфері соціальної роботи з особами з інвалідністю внаслідок війни визначено: забезпечення соціальної реабілітації осіб з інвалідністю внаслідок війни; створення умов для працевлаштування; забезпечення соціального захисту; забезпечення доступу осіб з інвалідністю до освіти; створення умов для участі осіб з інвалідністю внаслідок війни у культурному житті суспільства та у спортивних змаганнях; фінансування заходів, спрямованих на реінтеграцію осіб з інвалідністю внаслідок війни. На основі аналізу діяльності недержавних організацій у напрямку соціальної роботи з особами з інвалідністю внаслідок війни визначено широкий спектр надання допомоги та підтримки (консультативна та інформаційна робота, надання правової допомоги, сприяння в отриманні медичного обслуговування, фізичної реабілітації, протезування, санаторно-курортного лікування та оздоровлення та ін.). Виділено доцільні моделі роботи з особами з інвалідністю внаслідок війни.

The analysis of normative documents and scientific research made it possible to outline the problems of persons with disabilities as a result of the war, as well as to investigate the peculiarities of social work with persons with disabilities as a result of the war. The main causes of disability are given. Today, persons with disabilities as a result of war are one of the most vulnerable population groups in need of social protection and effective social support and assistance. A description of the service for granting the status of a person with a disability as a result of the war is provided. The problems that arise for persons with disabilities as a result of the war and their families, as well as the social services to which they are entitled, are analyzed. The main directions of state policy in the field of social work with persons with disabilities as a result of the war are defined as follows: provision of social rehabilitation of persons with disabilities as a result of the war; creating conditions for employment; provision of social protection; ensuring access of persons with disabilities to education; creation of conditions for the participation of persons with disabilities as a result of the war in the cultural life of society and in sports competitions; financing of measures aimed at the reintegration of persons with disabilities as a result of the war. Analysis of the activities of non-governmental organizations in the direction of social work with persons with disabilities as a result of the war showed a wide range of assistance and support (consultative and informational work, provision of legal assistance, assistance in obtaining medical care, physical rehabilitation, prosthetics, sanatorium-resort treatment and recovery, etc.). Expedient models of work with persons with disabilities as a result of the war have been identified.
