Теоретичні витоки концептуалізації поняття «гібридна війна»

Abstract

В статті розглянуто теоретичні витоки концептуалізації поняття «гібридна війна» через призму концепта «гібридне» та поняття «війна». Визначено, що основний аспект впливу гібридної війни на суспільство, пов’язаний із збільшенням кількості ветеранів, які потребують допомоги та підтримки. Здійснено аналіз наукових праць зарубіж- них та вітчизняних вчених щодо змістовного наповнення поняття «гібридна війна». Проаналізовано зарубіжні правові документи (резолюцію Генеральної Асамблеї ООН, Гаазьку конвенцію та декларацію 1899 і 1907 років, Женевську конвенцію про захист жертв війни 1949 року), вітчизняні (Воєнну доктрину) та зроблено висновок, що в даних доку- ментах поняття «гібридна війна» відсутнє. Визначено, що поняття «гібридна війна» має дискусійний зміст, оскільки існує невизначеність сутності сучасних конфліктів. Зазначена невизначеність понять породжує появу таких понять як «сіра зона», «сірі війни», «необмежені конфлікти». Розкрито зміст восьми фаз нового покоління війни і визначено, що з першої по п’яту фазу – відсутні військові засоби і методи гібридної війни, проте з шостої по восьму вони вже наявні. Зазначено, що кожна фаза є наступним етапом появи нового етапу і вона є обов’язковою для появи нової фази війни. Виділено основні структурні елементи гібридної війни до яких належить: фейкова інформація, дезінформа- ції, маніпуляції в економічній сфері, військові дії та дипломатичний тиск. Проаналізовано поняття «гібридна війна» в понятійному контексті, що дозволило зрозуміти механізм ведення гібридної війни (відбувається постановка стра- тегічних цілей гібридної війни, які будуть досягатися інструментами, які охоплюють всі сфери життєдіяльності особистості). Подано авторське визначення поняття «гібридна війна», яка ґрунтується на наукових доробках вчених, які досліджували дане поняття.

The article has examined the theoretical origins of the conceptualization of the "hybrid war" concept through the prism of the concept "hybrid" and the concept of "war". It has been determined that the main aspect of the impact of hybrid warfare on society is related to the increase in the number of veterans who need help and support. The analysis of the scientific works of foreign and domestic scientists regarding the content of the concept of "hybrid war" has been carried out. Foreign legal documents (the resolution of the UN General Assembly, the Hague Convention and Declaration of 1899 and 1907, the Geneva Convention for the Protection of War Victims of 1949), domestic (Military Doctrine) have been analyzed, and it has been concluded that the concept of "hybrid war" is absent in these documents. It has been determined that the concept of "hybrid war" has a debatable meaning, since there is uncertainty about the essence of modern conflicts. The specified uncertainty of concepts gives rise to the emergence of such concepts as "gray zone", "gray wars" and "unlimited conflicts". The contents of the eight phases of the new generation of war has been revealed and it has been determined that from the first to the fifth phase there are no military means and methods of hybrid warfare, but from the sixth to the eighth they are already available. It has been noted that each phase is the next stage of the appearance of a new stage and it is mandatory for the appearance of a new phase of war. The main structural elements of hybrid war have been highlighted, which include: fake information, disinformation, manipulation in the economic sphere, military actions and diplomatic pressure. The concept of "hybrid war" has been analyzed in the conceptual context, which made it possible to understand the mechanism of conducting hybrid war (strategic goals of hybrid war are set, which will be achieved by tools that cover all spheres of an individual's life). The author's definition of the concept of "hybrid war" has been presented, which is based on the scientific works of scientists who researched this concept.
