Розвиток фізичної культури і спорту в умовах громад з використанням стандарту управління якістю фізкультурно-спортивних послуг

Abstract

До останнього часу відсутні дослідження і розробки з застосування стандартів якості до сфери фізичної культури і спорту сільських територіальних громад, як тригера бажаних змін. Мета статті – розглянути особливості розвитку фізичної культури і спорту в умовах громад з використанням стандарту управління якістю фізкультурно-спортивних послуг. Методи дослідження: вивчення літератури, абстрагування, аналіз і синтез, ідеалізація та узагальнення, педагогічне проєктування. Результат. Для забезпечення ефекту застосування стандартів вдосконалення управління фізичною культурою і спортом в умовах громад, рекомендоване використання саме групи стандартів, оскільки це дасть позитивний ефект і покращить якість фізкультурно- спортивних послуг. Розвиток фізичної культури і спорту в умовах територіальних громад підпорядковується вимогам стратегічного планування і управління орієнтованого на результат, а саме на забезпечення високої якості фізкультурно-спортивних послуг, що надаються населенню.

Until recently, there has been no research and development on the use of quality standards in the field of physical culture and sports of rural communities as a trigger for the desired changes. The purpose of the article is to consider the features of the development of physical culture and sports in communities using the standard of quality management of physical culture and sports services. Research methods: study of literature, abstraction, analysis and synthesis, idealization and generalization, pedagogical design. Result. Having identified the norms and standards, a specialized state body, which is the Ministry of Youth and Sports of Ukraine, delayed the creation of standards as such in essence, namely - models of activities for the field of physical culture and sports. This is a significant shortcoming and obstacle to ensuring quality management of the sphere, because the norm defines the boundary to be sought and adhered to, and the standard gives a complete picture of the content of activities, which should ensure the achievement of this norm. That is, you need both. To ensure the effect of the application of standards for improving the management of physical culture and sports in communities, it is recommended to use a group of standards, as this will have a positive effect and improve the quality of physical culture and sports services. The development of physical culture and sports in the conditions of territorial communities is subject to the requirements of strategic planning and results-oriented management, namely the provision of high quality physical culture and sports services provided to the population.
