Неперервна освіта як складник системи навчання медичних та фармацевтичних фахівців

Abstract

У статті подано аналіз законодавчої бази та наукових джерел щодо тлумачення поняття “неперервна освіта” як складника поняттєво-тлумачного апарату дослідження засад розвитку медичної та фармацевтичної освіти. На основі системно-узагальнювального підходу проведено вивчення науково-педагогічних розробок учених та законодавчої й нормативно-правової бази. Розглянуто послідовність запровадження терміна “неперервна освіта” в систему освіти. Підкреслено, що в умовах розвитку медичної та фармацевтичної освіти функціонування системи неперервної професійної освіти стає об’єктивною потребою й орієнтиром державної політики в галузі освіти. Неперервна професійна освіта покликана забезпечити гнучкість та різноманітність фахової підготовки для задоволення потреб суспільства. Система медичної та фармацевтичної освіти як структурна одиниця ступеневої системи освіти має свої специфічні цілі. Основою системи неперервної професійної підготовки фахівців є державні законодавчі і нормативні документи. Огляд праць стосовно неперервної освіти медичних та фармацевтичних спеціалістів довів, що наразі відсутній загальноприйнятий підхід до неперервної медичної (фармацевтичної) освіти. Проте є загальна думка про те, що якість послуг в галузі залежить від постійної підтримки фахівцями своїх компетенцій під час неперервного підвищення та оцінки своєї кваліфікації. При цьому наголошується, що велике значення має забезпечення якості освіти та підвищення вимог до академічного рівня постачальників освітніх послуг або програм навчання, на основі яких медичні (фармацевтичні) спеціалісти координують власні плани освітньої діяльності. Найважливішою передумовою забезпечення обов’язковості безперервного підвищення кваліфікації вважається створення єдиної системи акредитації постачальників послуг і програм, а також “колективна відповідальність” усіх учасників системи підготовки кадрів охорони здоров’я.

The paper presents the analysis of the legislative framework and scientific sources on the interpretation of the concept of “continuing education” as a component of the conceptual and explanatory apparatus for studying the foundations of the development of medical and pharmaceutical education. On the basis of a system-generalizing approach, the study of scientific and pedagogical developments of scientists and the legislative and regulatory framework was carried out. The sequence of introduction of the term “continuing education” in the education system is considered. It is emphasized that in the context of the development of medical and pharmaceutical education, the functioning of the system of continuing professional education becomes an objective need and guideline of state policy in the field of education. Continuing professional education is designed to provide flexibility and diversity of professional training to meet the needs of a society. The system of medical and pharmaceutical education, as a structural unit of a step-by-step education system, has its own specific goals. The basis of the system of continuous professional training of specialists is state legislative and regulatory documents. The review of works on continuing education of medical and pharmaceutical specialists proved that currently there is no generally accepted approach to continuing medical (pharmaceutical) education. However, there is a general opinion that the quality of services in the industry depends on the constant support of specialists for their competencies during continuous improvement and evaluation of their qualifications. At the same time, it is noted that it is of great importance to ensure the quality of education and increase the requirements for the academic level of educational service providers or training programs, on the basis of which medical (pharmaceutical) specialists coordinate their own plans for educational activities. The most important prerequisite for ensuring the mandatory continuous professional development is the creation of a unified system of accreditation of service providers and programs, as well as the “collective responsibility” of all participants in the health training system.
