Тенденції модернізації освітніх програм закладів середньої освіти Австрії та України

Abstract

У статті розглядаються основні тенденції побудови та вдосконалення освітніх програм закладів середньої освіти Австрії та України. Визначено вплив політичних і соціальних чинників на реформування змісту середньої освіти в країнах, що вивчаються. Наголошено на необхідності переходу до нової моделі загальноосвітнього середнього закладу та зміни ставлення суспільства до освіти. Акцентовано увагу на позитивному досвіді модернізації змісту освіти та впровадженні аналогічних змін у вітчизняній системі освіти. Показано важливість оновлення освітніх програм в умовах розвитку інформаційного простору. Проаналізовано документи, у яких йдеться про побудову освітніх програм на засадах компетентнісного та особистісно орієнтованого підходів. Обґрунтовано доцільність впровадження нових освітніх стандартів, що надасть можливість спрямувати навчально-виховний процес на розвиток предметних компетентностей і внесення змін до оцінювання результатів навчання здобувачів освіти. Встановлено, що модернізація освітніх програм здійснюється відповідно до світових тенденцій реформування системи середньої освіти. Виокремлено загальні для обох країн тенденції щодо вдосконалення освітніх програм: тенденція до побудови освітніх програм на засадах компетентнісного підходу та до вдосконалення освітніх програм на засадах особистісно орієнтованого підходу. Зазначено, що ідеї про виховання успішної особистості в умовах інтенсивного інформаційного потоку та основні положення концепції про всебічний і гармонійний розвиток дитини спрямували розроблення освітніх програм на збалансування рівня впровадження інформаційних і технологічних ресурсів та індивідуальних здібностей особистості в процесі її розвитку в школі та поза межами закладу. Розкрито спільні завдання освітніх програм закладів середньої освіти країн, що вивчаються. Зроблено висновки, що соціальні фактори скеровують шляхи вдосконалення освітніх програм на ефективне забезпечення навчально-виховного процесу з урахуванням інтелектуального потенціалу особистості.

The article deals with the main tendencies of the development and modernization of educational programmes of secondary schools in Austria and Ukraine. The influence of political and social factors on the secondary education content reforms is defined. The necessity of transition to a new secondary school educational model is revealed. The author focuses on the people’s attitude towards the quality of education. The emphasis on the positive experience of the content education modernization in Austria is placed. It is also concentrated on the implementing of similar changes in our education system. The article highlights the importance of educational program innovation in the light of contemporary knowledge society. The government documents refer to the problem of educational programme development that is based on the competence and personal oriented approaches. The expediency of implementing new educational standards is substantiated. It provides the opportunity to direct the educational process to the subject competencies development as well as to make changes to students’ learning results assessment. The article unveils that the modernization of educational programs is carried out in accordance with global trends in the sphere of the secondary education system reforming. The general tendencies of educational programmes modernization are singled out. In general, the main tendencies can be observed: tendency to develop educational programs on the basis of the competence approach and tendency to improve educational programs on the basis of personality oriented approach. It is noted that the scientific ideas of a successful personality upbringing in an intensive information flow are aimed at updating the content of these programmes. The key principles of comprehensive and harmonious development of personality also involve the educational programme development to balance the level of information and technological resources and person’s individual abilities in school life and other social spheres. In addition, the general tasks of the programmes of secondary educational institutions in Austria and Ukraine are analyzed. It is assumed that the social factors influence the ways of educational programmes modernization, taking into account the intellectual potential of the individual.
