Моніторинг освітніх послуг на курсах підвищення кваліфікації фахівців професійної (професійно-технічної) освіти

Abstract

Стаття присвячена актуальній проблемі забезпечення якості підвищення кваліфікації фахівців, досягнення конкурентних переваг та завоювання стійких позицій на ринку освітніх послуг. Визначено, що пріоритетними напрямами діяльності закладів післядипломної освіти є формування їхнього позитивного іміджу, здатність задовольняти попит і очікування замовників освітніх послуг. Проведено аналіз джерельної бази дослідження щодо компонентів системи моніторингу задоволеності освітніми послугами об’єктів, суб’єктів моніторингу, комплексу моніторингових показників. Обґрунтовано доцільність методичного супроводу моніторингу й оцінювання рівня задоволеності замовників (споживачів) освітніх послуг у процесі підвищення кваліфікації фахівців у галузі П(ПТ)О. З’ясовано, що означений напрям досліджень сприяє формуванню ефективної інформаційної системи, яка дозволяє вчасно виявляти й відстежувати проблеми в освітньому процесі, оперативно реагувати на потреби та запити ключових стейкхолдерів, підтримувати прийняття обґрунтованих управлінських рішень та прогнозування їх подальших наслідків. Проведене анкетне опитування мало на меті з’ясувати очікування замовників (споживачів) та визначити рівень якості надання освітніх послуг на курсах підвищення кваліфікації фахівців у галузі П(ПТ)О. Методологія дослідження була адаптована до оцінки задоволеності якістю організації та проведення курсів, змісту освітньо-професійної програми, системи взаємовідносин «викладач-слухач» у Білоцерківському інституті неперервної професійної освіти. Отримані під час дослідження анкетні дані проаналізовано на основі узагальнення пропозицій слухачів курсів підвищення кваліфікації та обласних НМЦ ПТО, сформульовано рекомендації щодо якості підвищення кваліфікації фахівців. Обґрунтовано доцільність інтеграції процедури оцінювання рівня задоволеності замовників (споживачів) освітніх послуг до складників системи моніторингу якості підвищення кваліфікації фахівців у галузі П(ПТ)О.

The article is devoted to the actual problem of quality assurance of professional development of specialists and the achievement of competitive advantages and gaining sustainable positions in the educational services market. It is determined that the priority areas of activity of postgraduate education institutions are the formation of positive image of the educational institution, the ability to meet the demand and expectations of educational service customers. An analysis of the source base of the study was carried out regarding the components of the monitoring system of satisfaction with educational services, facilities, subjects of monitoring and the complex of monitoring indicators. The expediency of methodical support of monitoring and evaluation of the level of satisfaction of customers of educational services in the process of professional development of specialists in the field of vocational education is substantiated. It is revealed that the indicated direction of research contributes to the formation of an effective information system, which allows timely to identify and track problems in the educational process, promptly to respond to the needs and requests of key stakeholders, to support making sound management decisions and predicting their future consequences. The questionnaire was designed in a way to clarify customer expectations and to determine the level of quality of the provision of education services in professional development courses for specialists of vocational education. The methodology of the research was adapted to the assessment of satisfaction with the quality of the organization and conduct of courses, the content of the educational and professional program and the system of relations «teacher-listener» in Bilotserkivsky Institute of Continuous Professional Education. The questionnaire data obtained during the research are analyzed on the basis of generalization of the offers of the listeners of professional development courses and regional Training and Methodological centers of vocational education, the recommendations as for the quality of professional development of specialists are formulated. The expediency of integration of procedure of estimation of level of satisfaction of customers of educational services into the components of the system of monitoring the quality of professional development of specialists in the field of vocational education is substantiated.
