Системний підхід в соціальній роботі на місцевому рівні

Abstract

В статті розглядаються особливості організації соціальної роботи на місцевому рівні в сучасних умовах, зокрема, під час процесу децентралізації. Визначено, що найбільш доцільним методологічним підходом щодо теоретичного опрацювання моделі практичної соціальної роботи щодо забезпечення соціального розвитку територій і місцевих громад є системний підхід, згідно з положеннями якого відповідна модель передбачає наявність внутрішнього і зовнішнього середовища, а функціонування елементів цих середовищ знаходиться у динамічному взаємозв’язку, що дозволяє визначити мету соціальних служб не лише як допомогу та підтримку, але і як «відтворення» особистості, що значно розширює можливості та завдання соціальної роботи.

The article considers the peculiarities of the organization of social work at the local level in modern conditions, in particular, during the process of decentralization. It is determined that the most appropriate methodological approach to the theoretical treatment of the model of practical social work to ensure the social development of territories and local communities is a systematic approach, according to which the corresponding model assumes the presence of the internal and external environment, and the functioning of the elements of these media is in a dynamic interconnection, which allows to define the purpose of social services not only as help and support, but also as a "reproduction" of the personality, sshyryaet perturbation yvosty sotsyalnoy tasks and work.
