Проаналізувавши реформування середньої ланки управління системою освіти в УСРР 1930— 1932 рр., автор дійшов висновку про її функціональну залежність від глобального модернізаційного процесу, виразником якого виявилася соціалістична реконструкція соціально-економічних основ суспільного розвитку першої половини 30-х років.
Analyzing the reform of the middle management system of the educational system in the USSR of 1930-1932, the author came to the conclusion of its functional dependence on the global modernization process, whose expression was the socialist reconstruction of the socio-economic foundations of social development in the first half of the 1930's.
