Problem-oriented analysis of the implementation of management functions of planning, organization, motivation and control that characterizes the initial state management of physical education in high school, found a number of shortcomings. The objectives of the educational process are not defined and not focused on the end result, there is no continuity of school standards and standards of high school physical education classes’ organization does not meet the physical condition of students, there is no control over the execution of administrative decisions. The problem of quality physical education is a national, regional and local for each university. The solution of this problem necessitates the processing and use of strategy and tactics implementation of the monitoring system of physical education in universities and Predictions there mobilizing teachers and students for its implementation; identify indicators, criteria and methods of evaluation, observation, correction, analysis and synthesis of results, learning management. The need for universities to modern criteria of quality physical education at any stage of the study provides further conceptual development and implementation of regulations, methodological and technological approaches to monitoring the quality of physical education students in higher technical schools.
