Професійна підготовка майбутніх державних службовців для забезпечення академічної етики та доброчесності управління закладами освіти

Abstract

У дисертації обґрунтовано необхідність, розроблено і апробовано імітаційну модель професійної підготовки/навчання становлення і зростання майбутніх державних службовців для забезпечення академічної етики та доброчесності управління закладами освіти, яку реалізовано у компонентах: теоретико-методологічному, ціле-мотиваційному, змістовому, дієво-практичному, рефлексивно-діагностичному, контрольно-оцінному, морально-аксіологічному, методичному, філософсько-світоглядному та етико-педагогічному. Здійснено обґрунтування змісту вимог критеріального апарату до готовності майбутніх державних службовців для забезпечення академічної етики та доброчесності управління закладами освіти за критеріями (стимулювально-спонукальний, інформаційно-когнітивний, операційно-діяльнісний, особистісно-ціннісний та результативно-рефлексивний) на рівнях оцінювання готовності (експертному, репродуктивному, адаптивному, локально-моделюючому, системно-моделюючому та інноваційно-творчий). Сформульовано та представлено вимоги до професійної підготовки/навчання до готовності майбутніх державних службовців для забезпечення академічної етики та доброчесності управління закладами освіти. Удосконалено методичні та етико-педагогічні аспекти/навчання професійної підготовки майбутніх державних службовців; методичні засади експертного оцінювання професійної підготовки майбутніх державних службовців для забезпечення академічної етики та доброчесності управління закладами освіти. Запропоновано педагогічні умови інноватики професійної підготовки/навчання (креаційність освітньо-науково-пізнавальної діяльності для галузі 28 Публічне управління та адміністрування, спеціальності 281 Публічне управління та адміністрування; академічна етика та доброчесність формування у державних службовців спроможності інноваційної та творчої здатності системного аналізу якості, прогностики та моделювання станів та розвитку траєкторій успіху професійного становлення та кар’єрного зростання, а також планування інновацій у пролонгованій самозайнятості (на громадських засадах популяризації Європейського кодексу академічної доброчесності та Кодексу честі державного службовця); організації освітнього процесу на професіоналізації держуправління та розбудови громадянського суспільства. Подальшого розвитку набули аспекти проєктування імітаційної моделі та її експертного оцінювання професійної підготовки/навчання майбутніх державних службовців для забезпечення академічної етики та доброчесності управління закладами освіти.

The dissertation substantiates, develops and tests a simulation model of professional training of future civil servants for ensuring academic ethics and integrity of management of educational institutions, which is implemented in the following components: theoretical and methodological, goal-motivational, substantive, effective and practical, reflective and diagnostic, monitoring and evaluation and moral and axiological. The content of the requirements of the criterion apparatus for the readiness of civil servants to ensure academic ethics and integrity of management of educational institutions is substantiated by the criteria (stimulative and motivational, informational and cognitive, operational and active, personal and valuable, and effective and reflective) and at the levels of readiness assessment (reproductive, adaptive, local modeling, system modeling, and innovative and creative). The requirements for professional training/education for the readiness of civil servants to ensure academic ethics and integrity in the management of educational institutions are formulated and presented.
