Політико-культурні особливості трансформації політичної еліти сучасної України

Abstract

Дисертація присвячена проблематиці новітнього українського елітотворення, що відбувається на фоні розгортання державотворчих та трансформаційних процесів в сучасній Україні. Осмислено феномен трансформації політичної еліти та визначено основні політико-культурні особливості її змін. Запропоновано авторське бачення політичної еліти як поліскладового, багатоаспектного феномену, який характеризують такі групи «маркерів» як кількість та якість. Якісний розкриває особливості політичного мислення, культури, діяльності та характеризує специфіку отримання, здобуття, використання та утримання політичної влади, відносини як всередині самої елітної групи, так і зі суспільством. Трансформацію політичної еліти розглянуто як комплекс процесів її інституційних та суб'єктивних змін. У ціннісній складовій політичної культури еліти України визначено такі ознаки як домінування «негативних» цінностей та амбівалентість ціннісної основи цієї групи. Вивчення підходів до періодизації становлення та розвитку політичної еліти в сучасній Україні дозволили сформулювати умовні характеристики політико-культурної трансформації цієї групи: виживання-збереження, адаптація, витіснення, очищення, оновлення, розвиток. Запропоновано розглядати професійність, інтелектуальність, моральність політичної еліти як базові цінності демократичної культури влади та управління, що сприятиме її позитивній якості та суспільній довірі.

Диссертация посвящена проблематике развития украинской политической элиты, что происходит на фоне развертывания государственных и трансформационных процессов в современной Украине. Осмыслен феномен трансформации политической элиты и определены основные политикокультурные особенности ее изменений. Предложено авторское видение политической элиты как полисоставного, многоаспектного феномена, который характеризируют такие группы «маркеров» как количество и качество. Качественный раскрывает особенности политического мышления, культуры, деятельности и характеризует специфику получения, использования и сохранения политической власти, отношения как внутри самой элитной группы, так и с обществом. Трансформацию политической элиты рассмотрено как комплекс процессов ее институциональных и субъективных изменений. В ценностной составляющей политической культуры элиты Украины определены такие признаки как доминирование «отрицательных» ценностей и амбивалентисть ценностной основы этой группы. Анализ подходов к периодизации становления и развития политической элиты в современной Украине позволили сформулировать условные характеристики политико-культурной трансформации этой группы: выживаниесохранение, адаптация, вытеснение, очищение, обновление, развитие. Предложен анализ профессионализма, интеллектуальности, нравственности политической элиты в качестве базовых ценностей демократической культуры власти и управления, что будет способствовать ее положительному восприятию.

The dissertation is devoted to the problems of the newest Ukrainian elite formation, which occurs against the backdrop of the deployment of state that is the main building process of the modern Ukraine. The author sees the political elite as a polysyllabic, multidimensional phenomenon that characterizes such groups of markers as quantity and quality is offered. Qualitative reveals the peculiarities of political thinking, culture, activities and characterizes the specifics of obtaining, acquiring, using and retaining political power, relations both within the elite group and with society. The phenomenon of transformation of the political elite is considered and the main political and cultural features of its changes are determined. The transformation of the political elite is seen as a complex process of its institutional and subjective changes. It is determined that institutional transformation can occur at the level of interaction between different branches of power, old and new elite, horizontal and vertical communications within the elite group, as well as in relations with society. The «subjective» transformation of the political elite is caused by the change of values, attitudes, norms of behavior that determine the content and forms of activity of this group. The political culture of the Ukrainian elite has identified such features as the dominance of negative qualities and the ambivalence of the value base of this group: on the one hand, the political elite publicly positions themselves as the bearer of democratic (positive) values and imitates activities accordingly, on the other - the content of practical activity is predominantly negative values. These traits also affect the negative perception of the political elite, the lack of public confidence in it and the government as a whole. The study of approaches to the periodization of the formation and development of the political elite in modern Ukraine allowed us to formulate the conditional characteristics of the political and cultural transformation of this group: survivalpreservation, adaptation, displacement, purification, renewal, development. The determinants of the political-cultural transformation of the political elite have been identified and their significant influence on the qualitative characteristics and opportunities for renewal of this social group in Ukraine has been determined. It is proposed to consider the professionalism, intellectualism, morality of the political elite as basic values of the democratic culture of government and governance, which will contribute to its positive quality and public confidence. The provision on the role of the national idea as a valuable basis for the formation of the current political elite of Ukraine, as well as defining the risks of its non-formation, were further developed: disunity, replacement of the national elite by representatives of regional clans, limited social lifts for the renewal of the political elite, popularity of non-systemic politicians, and other challenges, exacerbating the crisis of the political elite, its internal conflict, weakness, and situationality in accepting important for the society and state decisions; isolation from the real problems of citizens, as well as the contemporary needs of a globalized, information society. The provision on the «quality» of the political elite as a national elite, which has such features as democracy, patriotism, rationality, professionalism, justice, is aware of the importance of political education and upbringing, needs to develop and adhere to the rules and norms of democratic life common to all , in the consolidation of the elite and society.
