Громадські організації у дискурсі демократизації суспільства

Abstract

Монографія присвячена системному аналізу громадських організацій та їх впливу на розгортання процесів демократизації. Розкрито зміст етапів історичного розвитку феномену громадських організацій, сформовано діяльнісно- ментальний фундамент їх функціонування, уточнено поле законодавчої регламентації їх діяльності. Висвітлено особливості і приклади діяльності громадських організацій в основних сферах суспільної життєдіяльності. Розроблено узагальнюючу типологію громадських організацій та виявлено особливості функціонування їх основних форм під впливом глобалізації та інформаційної революції. Доведено що процес демократизації суспільства за участю громадських організацій породжує оригінальний продукт – систему державно–громадського управління. Усе це дало можливість глибше проникнути в суть феномену і спроектувати механізм реалізації влади громадських організацій, окресливши можливості політичної участі на різних етапах прийняття державноуправлінських рішень. Запропоновано критерії оцінки ефективності впливу громадських організацій на процеси демократизації суспільства. В результаті пропонується модель системи державно–громадського управління в єдності основних принципів, атрибутів, засобів і моделей дорадчих органів. Робота може бути корисною політикам – представникам органів влади і інститутів громадянського суспільства, науковцям, які вивчають закономірності саморозгортання громадянського суспільства, всім, хто цікавиться сучасними процесами демократизації в Україні і світі.

The monograph is devoted to the complex analysis of public organizations and their impact on the deployment of democratic processes. The content of the stages of historical development of the phenomenon of NGOs is shown, active–mental basis of their functioning is formed and the field of legislative regulation of their activities is highlighted in the monograph. The features and examples of NGO activities in key areas of public life are also shown in this work. A generalized typology of NGOs is developed and the features of their basic functioning of the forms under the influence of globalization and information revolution are shown in the monograph. Has been proved that the process of democratization of society with participation of NGOs gives birth to the original product – a system of state and civil management. All this has enabled deeper insight into the essence of the phenomenon and to design a mechanism of implementation of the power of NGOs, outlining the possibilities of political participation at different stages of adoption of state administrative decisions. The criteria of evaluation of the impact of NGOs in the process of democratization of society is proposed in this work. As a result, a model of state and public administration in the unity of the basic principles, attributes and models of advisory bodies is proposed in this monograph. The work can be useful to politicians – representatives of governments and civil society, scholars who study regularities of self–development of civil society and all those who are interested in contemporary processes of democratization in Ukraine and abroad.
