Система професійної підготовки майбутніх фахівців із якості освіти у закладах вищої освіти

Abstract

У дисертації вперше розроблено та експериментально перевірено систему професійної підготовки майбутніх фахівців із якості освіти у закладах вищої освіти, яка спрямована на формування нової генерації кадрів, здатних відповідально здійснювати управлінську, науково-дослідницьку, проектно-пошукову, організаційно-планувальну, технологічно-регламентувальну, консультативнодорадчу, експертно-аудиторську, психолого-педагогічну та квалітологічну просвітницьку діяльність на рівнях управління якістю освітніх систем. Розроблено структурно-функціональну модель формування професійнопрактичної управлінсько-квалітологічної компетентності майбутніх фахівців із якості освіти у закладах вищої освіти на етапах освітнього процесу синергетичної взаємодії цільового, змістового, теоретико-методологічного, організаційнометодичного, практичного та контрольно-результативного блоків. Представлено авторське трактування понять «професійна підготовка майбутніх фахівців із якості освіти у закладах вищої освіти» та «професійна діяльність фахівця з управління якістю в сфері освіти і науки». Подальшого розвитку набули наукові положення щодо архітектоніки освітньонаукової системи закладу вищої освіти для організації управління якістю професійної підготовки фахівців і професіоналів (магістрів, аспірантів, PhD студентів) у галузі квалітології.

In the dissertation the system of professional training of future specialists on the quality of education in higher education institutions is first developed and experimentally tested, aimed at forming a new generation of personnel capable of responsible management, research, design, organizing and planning, consulting and advising, technologically-regulating, expert and audit, psychological-pedagogical and qualitative educational activities at the levels of quality management of educational systems. The system of professional training of future specialists on the quality of education in higher education institutions is developed in the form of a schematic visualization of organizational, managerial and pedagogical measures of ensuring the effectiveness of the educational process of preparation as a unity of structural-organizational and structuralfunctional components in the target, organizational-formative and diagnostic-productive subsystems. The structural-functional model of formation of professional-practical managerialqualitative competence of future specialists on the quality of education in higher education institutions is developed, based on the principles of system, program-target, structuralfunctional, synergetic, system-activity approaches. It is the integral unity of interaction of target (purpose, tasks and functions of training), content (structural organization of the content of training at the educational and scientific levels of future managers, executives and administrators of higher education institutions), theoretical-methodological, organizational-methodological (organizational and pedagogical conditions of interaction), practical (integration of professional and practical training of quality managers with future employers) and control-effective units (criteria: motivational-axiological, cognitive, activity; levels: insufficient, sufficient, medium, increased, high). The result is the formation of professional-practical managerial-qualitative competence of future specialists, professionals in the field of education, science and innovations. The organizational and pedagogical conditions are identified, including: constant updating of the content of professional training through the transformation of modern scientific knowledge into the educational process and the modernization of scientific, methodological, informational and analytical support; integration of professional practical training of future quality specialists with priority directions of research themes and works in the educational-scientific process with institutional and industrial internship and their scientific and methodological support; strategic partnership in training with prospectiveemployers and research with responsible organizational-methodological and scientificmethodological informational support. The priority principles of control over quality management of professional training of future specialists on the quality of education in higher education institutions are outlined: humanitarization, social determination, humanization, scientific fundamentality, informational and technical provision, strategic forecasting of the state and development of education, science and innovation systems, efficiency, feedback, continuity, levels and prospects, democracy and centralism, motivation and unification of personnel, legal priority, financial and economic rationality, optimization of resource maintenance and institutional activity in the field of quality management. The author's interpretation of the concepts of “professional training of future specialists on the quality of education in higher education institutions” and “professional activity of a specialist in quality management in the field of education and science” is presented. Academic foundations on the architectonics of the educational-scientific system of a higher education institution for the organization of quality management of the professional training of specialists and professionals (masters, postgraduates, PhD students) in the field of qualitology.
