Детермінанти та прояви політичної поведінки в умовах демократичної трансформації суспільства

Abstract

У дисертації досліджується політична поведінка в умовах демократичних змін суспільства, виокремлюються особливості взаємозумовленості детермінант і зовнішніх проявів політичної поведінки суб'єктів влади та окремих груп українського суспільства. Виявлено, що поведінка як феномен, який відтворює причинно-наслідкові зв'язки детермінант та їх проявів, може мати властивість зворотного зв'язку від наслідку до причини, набуваючи при цьому властивості детермінанти − поведінка може бути одним із чинників формування особливостей політичної культури, вплинути на характер політичної соціалізації, обумовити зміни сприйняття політичної реальності у політичній свідомості. Синтезовано детермінанти, які визначають особливості політичної поведінки в умовах демократичних змін суспільства. Політичну поведінку в умовах демократичної трансформації українського суспільства розглянуто через призму мотивації еліти та не еліти й визначено, що наближеність до життя за демократичними стандартами зумовлюється збалансованістю між актуальною і потенційною мотивацією; між демократією як мотивом-метою і мотивом- цінністю у політичній поведінці. Для вирішення цієї проблеми пропонуються шляхи формування солідарної політичної поведінки − поведінки, яка зменшує окреслений розрив та балансує визначені мотиви.

В диссертации исследуется политическое поведение в условиях демократических изменений общества, обозначаются особенности взаимообусловленности детерминант и внешних проявлений политического поведения субъектов власти и отдельных групп украинского общества. Определено, что поведение как феномен, который отображает причинно- следственные связи детерминант и их проявлений, может иметь обратную связь от последствия к причине, приобретая свойства детерминанты, − поведение может быть одним из факторов формирования политической культуры, влиять на характер политической социализации, вызвать изменения восприятия политических реалий в политическом сознании. Синтезированы детерминанты, которые определяют особенности политического поведения в условиях демократических изменений общества. Политическое поведение в условиях демократической трансформации украинского общества рассмотрено через призму мотивации элиты и не элиты и установлено, что приближенность к демократическим стандартам жизни определяется балансом между актуальной и потенциальной мотивацией; между мотивом-целью и мотивом-ценностью в политическом поведении. Для решения этой проблемы предлагаются пути формирования солидарного политического поведения − поведения, которое сокращает разрыв между ними и балансирует выделенные мотивы.

Thesis proposes to comprehend new aspects of understanding of political behavior as a component and indicator of development of democratic political culture. Political behavior is investigated in the conditions of democratic changes of society, in particular, features of interdependence of determinants and external manifestations of political behavior of the subjects of power and certain groups of Ukrainian society. The scientific novelty of the obtained results is to attempt an author's substantiation of political behavior as a phenomenon that reproduces causal relationships with political culture and political socialization, and in a transformational society, it can have a reverse effect  from the consequence to the cause. Political behavior is conceived as one that, on the one hand, is organically conditioned by the peculiarities of political consciousness, political culture and socialization, and on the other hand, it can change the nature and nature of political values, stereotypes, attitudes, attitudes, and the like. The outlined determinants that determine the peculiarities of political behavior in a democratic transformation: the effectiveness of institutes of the democratic political system; previous experience of political participation; the maturity of civil society; «resources» of political behavior; the formation of democratic traditions, values, experience of democracy; an atmosphere of civilized elections; trust in the authorities, political institutions, the political system in general; the balance between political apathy and activity; the degree of satisfaction with democracy and democratic change; the role of the political elite, the stability of the vectors of its political orientations; degree of radicalization of political consciousness and others. Became deeper the understanding of the external manifestations of political behavior (the influence of the features of the political system, political regime, political socialization of various subjects of politics, etc.), and emphasized the spontaneous reactions, its internal determinants, which have a psychological nature and can be detected through a subjective dimension  personal, group, mass. In modern conditions of democratization of Ukrainian society, political behavior is considered through the prism of its motivation, in particular the balance between actual and potential motivation, between democracy as a motive-purpose and a motive-value. Approaching of democracy is seen in the complex process of transformation of political values of society into internal, personal, that is, awareness of personal needs, analysis of ways to meet them, and their agreement with the needs of society. The concept of «motivational climate» which determines the content, form and effectiveness of political behavior, is updated and can promote both conscious political participation of citizens and form of indifferent attitude towards politics. In the dissertation are also considered separate factors (features of social and political stratification, achievements of the information society, corruption), which can both increase the political participation and activities of subjects in a democratic transformation, and provoke absenteeism, the state of apathy, indifference to politics. These factors also highlight the modern understanding of the laws and types of political behavior. Democratic changes are seen in the need for the consolidation of society, the revival and development of common values. The ways of formation of solidarity political behavior are proposed, which reduces the gap between potential and actual motivation and balances the mentioned motives in the dissertation. Among such paths, above all, is called political education and upbringing; "mass demand for democracy"; the formation of the main parameters of psychological readiness for change and the risks of democratic development; restoring or building confidence in political institutions and political power in particular; formation of skills of self- organization and social interaction; creating a system of incentives for active solidarity participation and communication skills; strengthening the credibility of the political elite; formation of faith in own strength and opportunities of successful political experience; stimulating the motivation of the success of political participation; formation of responsibility; overcoming "old" and formed "new" stereotypes of political consciousness of a significant part of Ukrainian citizens. It is about developing a model of political behavior that would be adequate to democratic values, norms and principles, based on the priority of independent and informed participation of citizens, the formation of responsibility, the culture of compromise, the possibilities of healthy competition in politics, the free political choice of a number of alternatives.
