Демократичний процес в Україні: проблема вибору і механізмів реалізації

Abstract

У дисертації розкрито значущість філософського обґрунтування ціннісних підстав для вибору оптимальних функціональних механізмів становлення, функціонування і розвитку демократичного процесу в Україні. Визначено принципово незавершений характер демократії як втілення цінностей відкритого до змін суспільства. Наголошено, що в основі політологічних досліджень демократичних процесів має знаходитись ціннісно-методологічний аналіз, здійснюваний з філософських позицій. Виявлено особливості сучасної хвилі демократизації, для якої характерна нелінійність суспільно-політичних процесів, що виявляє себе в асиметричності розвитку усіх сфер суспільного і політичного життя внаслідок різної швидкості, рівня і темпу їхнього розвитку. Зроблено критичний порівняльний аналіз механізмів прямої та представницької демократії в Україні за допомогою системного ціннісного аналізу основних сучасних форм демократії. Виявлено пріоритетність методологічної настанови особистості на вироблення самостійних рішень щодо власного життя та розвитку суспільства у вдосконаленні інституційних механізмів забезпечення демократичного процесу. Уточнено загрози демократичному розвиткові України як власне політичні (внутрішні щодо політичної системи), так і соціальні, що стосуються суспільного середовища відтворення цієї політичної системи. Запропоновано ціннісні критерії політичних загроз, основним з яких є загроза встановлення імітаційної або ж керованої демократії як підміни основної цінності демократії як самоврядування громадян. Запропоновано авторське визначення поняття політичної освіти.

In dissertation meaningfulness of philosophical justification of the valued grounds is exposed for the choice of optimum functional mechanisms of implementation of democracy in Ukraine. It is determined the character of democracy as embodiment of values of the society opened to the changes on principle. It is inclined that in the basis of political sciences researches of democratic processes must be valued-methodological analysis, carried out from philosophical positions. It is found out the special features of modern wave of democratization, for which it is proper non-linearity of social and political processes, that appears in asymmetricy of development of all spheres of public and political life as a result of different speed, level and rate of their evolution. The critical comparative analysis of mechanisms of direct and representative democracy in Ukraine is given by the systemic valued analysis of basic modern forms of democracy. It is found out priority of the methodological setting of personality on making of independent decisions about his own life and development of society in the perfection of institutional mechanisms of providing of democratic process. The threats of democratic development of Ukraine are specified both actually political (internal for the political system) and social (as such, which proper for the social environment of recreation of this political system). There are offered the valued criteria of political threats, basic from which is a threat of establishment of imitation or guided democracy as substitution of basic value of democracy as self-governments of citizens. Author determination of concept of political education is offered.
