Інтеграція та децентралізація: європейський досвід в контексті державної стратегії розвитку України

Abstract

У дисертації досліджується особливість та суперечливість соціально-політичної трансформації суспільства, історичні, політичні, етнічні та культурні тенденції розвитку націотворення і державності. Суспільно-державні, адміністративні, етнічні, національні та регіонально-територіальні процеси в Україні потребують значного теоретико-прикладного опрацювання і застосування європейських концепцій інтеграції, децентралізації, регіоналізму, субсидіарності тощо як засобів підвищення ефективності державного управління. Європейські теорії та моделі інтеграції і децентралізації конкурують між собою, проте при комплексному розгляді вони дозволяють по-новому поглянути на процеси і рамки інтеграції України в європейські структури, особливо в Європейському Союзі (ЄС). Визначено, що регіональна інтеграція – це особлива форма інтеграції, обмежена територіальними або геополітичними рамками. Згідно загальній думці провідних фахівців у цій галузі, найуспішніше і динамічно регіональна інтеграція здійснюється завдяки зусиллям ЄС.

In In the dissertation, the peculiarity and inconsistency of the socio-political transformation of society, historical, political, ethnic and cultural trends in the development of the nation and statehood in Ukraine is investigated. The complexity of the transitional processes is analyzed, which, on the one hand, strengthens the regulatory role of the state, and on the other hand, the development of civil society implies the denationalization of social institutions, the reduction of state influence on them. The mechanisms of stabilization and destructiveness in the processes of the national state are investigated. Social-state, administrative, ethnic, national and regional-territorial processes in Ukraine require significant theoretical and applied study and application of European concepts of integration, decentralization, regionalization, subsidies, etc. as a means of improving the efficiency of public administration. European theories and models of integration and decentralization compete with each other, but when considered comprehensively, they allow a fresh look at the processes and frameworks of Ukraine's integration into European structures, especially in the European Union (EU). It is determined that regional integration is a special form of integration, limited by the territorial or geopolitical framework. According to the General opinion of the leading experts in this field, the most successful and dynamic regional integration is due to the efforts of the EU.
