Досвід Великої Британії з упровадження ідей міжкультурної освіти

Abstract

Статтю присвячено розкриттю особливостей та узагальненню способів реалізації ідей міжкультурної освіти у Великій Британії. Встановлено, що розвиток британської системи міжкультурної освіти зумовлений чинниками деколонізації, демократизації та інтерналізації міграції, а також міцними традиціями цієї країни, певною зацікавленістю уряду у вихованні достойних громадян. Адміністративна концепція міжкультурної освіти у Великій Британії містить два провідних аспекти, які стосуються, з одного боку, прав і свобод у сфері освіти домінуючих етнокультурних груп, а з іншого – рівності доступу до освітніх ресурсів представників етнічних або іммігрантських меншин. Уточнено, що шлях офіційної Британії до визнання особливих інтересів субкультур у сфері загальної освіти зазнав певної еволюції – від планів допомогти учням-мігрантам асимілюватися до програми педагогічної підтримки різноманіття культур. Для цього було реалізовано педагогічні завдання, спрямовані на привчання їх до поваги культури, традицій і законів країни перебування; вивчення традицій культури нової батьківщини; збереження особливостей культури іммігрантських громад шляхом розуміння, поваги та діалогу між різними соціокультурними групами. Британський передовий педагогічний досвід засвідчує, що міжкультурна освіта в сучасних умовах значного розширення міграції виходить за рамки пасивного співіснування в освітньому середовищі представників різних культур. Вона спрямована на підготовку учнівської молоді незалежно від етнічної ідентичності до активної міжкультурної взаємо-дії та спільного життя в новому – інтеркультурному – суспільстві шляхом набуття міжкультурної компетентності й ґрунтовної обізнаності в галузі громадянознавства, формування міжкультурної толерантності, лідерських якостей і соціальної відповідальності.

The article under study is dedicated to the elucidation of the peculiarities as well as to the generalization of the ways and methods of implementation of the concepts of the inter-cultural education in Great Britain. Thus, we have managed to ascertain that the development of Great Britain’s system of the inter-cultural education has largely been impacted by the factors of de-colonization, democratization and internationalization of the migration processes as well as by its well-preserved traditions and by the definitive interest of its government in quality education of its citizens. In fact, the administrative concept of the inter-cultural education in Great Britain is believed to comprise 2 primary aspects, which are related, on the one hand, to the rights and freedoms in the sphere of education of the dominant ethno-cultural groups, - as well as to the equality of access to the relevant educational resources by those humans representing the minor ethnical or migrant’s communities. On top of that, we have also pointed out there in that Great Britain’s official way to recognition of its sub-cultures’ particular interests in the sphere of general education has undergone certain evolution ranging from the developed plans of assisting students-migrants with their assimilation to the elaboration of a relevant program of pedagogical support of the cultural diversity. For that matter, there have been implemented a series of pedagogical tasks which were focused on nurturing the students’ respect for the established national culture, traditions and regulations; studying the traditions and culture of the new homeland country; preservation of the cultural distinguishing peculiarities of the migrants’ communities by ways of comprehension, acceptance and respect of the dialogue between its various socio-cultural groups. Consequently, Great Britain’s advanced pedagogical expertise shows that the inter-cultural education immersed in the current conditions of massive migration patterns – has already proved to expand the boundaries of the so-called “passive co-existence” within the educational environment encompassing representatives of various cultures. Moreover, the inter-cultural education in Great Britain is largely focused on promoting the preparation and training of its students, irrespective of their ethnical identification, for the active inter-cultural interaction and co-existence in the new, multi-cultural society by means of mastering the required inter-cultural competence and awareness in the sphere of civic studies, formation of the inter-cultural tolerance, leadership and social responsibility.
