Історичний досвід практики соціальної роботи в Україні з переміщеними особами в умовах земських інституцій

Abstract

У статті охарактеризовано загальні риси та особливості діяльності земських інституцій на теренах України в галузі соціальної роботи з переселенцями в період Столипінської аграрної реформи та з біженцями Першої світової війни. Актуальність обраної теми дослідження обумовлена запровадженням реформи місцевого самоврядування та територіальної організації влади в Україні, а також гострою необхідністю систематизації історичного здобутку діяльності земств із зазначеними категоріями населення та з’ясування можливостей інставрації цього досвіду в систему сучасної соціальної роботи з внутрішньо переміщеними особами. Визначено значення діяльності земств для економічного піднесення регіонів, розбудови підвалин громадянського суспільства в Україні, суспільній консолідації населення.

The essay describes the general features and peculiar activities of Zemsky institutions in the territory of Ukraine in the field of social work with the displaced persons during the Stolypin agrarian reform and with the refugees of the First World War. Relevance of the given research subject owes to the reforms initiated in the local government and regional government structure in Ukraine, as well as the insistent requirement to arrange the historical achievements attained by Zemstvos in their work with the specified groups of persons and to determine possibilities of introducing and implementing its experience within the framework of modern-day social work with internally displaced persons. The significance and effect of Zemstvos’ activity on the economic growth of the regions, building up the foundations of the civil society in Ukraine, and public consolidation of the population have been determined.
