Прогнозування, моделювання і створення шкіл передового досвіду в системі управління медичною освітою в Україні другої половини ХХ ст.

Abstract

У статті теоретично обґрунтовано проблему прогнозування, моделювання і створення шкіл передового досвіду в системі управління медичною освітою в Україні другої половини ХХ ст. На матеріалах архівних документів показано законодавчу базу, що регламентувала створення перших шкіл передового досвіду в системі вітчизняної медичної освіти. Акцентовано увагу на суб’єктах, формах і методах управління діяльністю цих шкіл. Розкрито специфіку реалізації управлінських функцій, яка полягає в тому, що вертикальний розподіл повноважень характерний для управління системою медичної освіти в Україні того часу.

В статье теоретически обоснована проблема прогнозирования, моделирования и создания школ передового опыта в системе управления медицинским образованием в Украине второй половины ХХ в. На материалах архивных документов показана законодательная база, регламентирующая создание первых школ передового опыта в системе отечественного медицинского образования. Акцентировано внимание на субъектах, формах и методах управления деятельностью этих школ. Раскрыта специфика реализации управленческих функций, обусловленная вертикальным распределением полномочий, характерным для управления системой медицинского образования в Украине того времени.

In the article, the problem of forecasting, modeling and creating schools of best practices in the system of management of medical education in Ukraine in the second half of the twentieth century is theoretically substantiated. The materials of the archival documents show the legislative framework that regulated the creation of the first schools of best practices in the system of domestic medical education. The emphasis is on the subjects, forms and methods of managing the activities of these schools. The specifics of the implementation of management functions are revealed, which is that the vertical division of powers is characteristic for the management of the medical education system in Ukraine at that time. The criteria of the quality of work of the schools of advanced experience are given: quality of lectures, number of texts, relevance, themes, methodical aspect, conducting of scientific conferences and publishing, practical assistance to district sections. It is shown that quality is the notion of educational management that covers the qualitative and quantitative characteristics of the influence of any element of the school of good practice on the effectiveness of its functioning and further development. In turn, the criterion is an indicator, an indicator for assessing the quality of the work of the schools of best practices. In this case, the efficiency criterion characterizes the effectiveness of these schools, and the criterion of optimality – their approximation to the optimal stat. It is proved that the school of best practices is the result of creative quest and finds of medical workers, which organically combines traditional, new and creative. Such schools are created on the basis of collective or individual experience of medical and preventive, sanitary anti-epidemiological and management activities, which is socially significant for the development of the regional system of medical education, characterized by high efficiency and effectiveness of implementation. It has been shown that from the beginning of the school the best practices perform epistemological and informational and communicative functions, and their management is carried out by highly professional, competent, creative medical workers and managers.
