Діяльність органів соціального страхування в Україні у 20-30-х рр. ХХ ст.

Abstract

Дисертаційна праця є комплексним науковим дослідженням системи загальнодержавного соціального страхування як основної організаційноправової форми соціального захисту робітників та службовців у радянській Україні у 20 – 30-ті рр. ХХ ст. У дисертації обґрунтовано теоретикоправові засади радянського соціального страхування, визначено його роль та місце у більшовицькій доктрині суспільного розвитку. Досліджено організаційну структуру, стан та соціальний склад органів соцстраху та контингенту застрахованих. Розкрито джерела фінансового забезпечення системи соціального страхування, фінансове становище страхових фондів, фінансову спроможність страхових органів із забезпечення застрахованих пенсіями та допомогами. Вивчено практику діяльності страхових органів у сфері захисту від безробіття, тимчасової непрацездатності, проаналізовано спроби запровадження медичного страхування через обслуговування застрахованих у лікарняних та санаторно-профілактичних установах соцстраху. Відображено організаційно-правові основи становлення та розвитку пенсійного страхування, окреслено процедуру призначення та надання державних пенсій за рахунок коштів соціального страхування.

The thesis is a complex scientific research of the system of the State social insurance as a basic legal form of social defence of workers and office workers in Soviet Ukraine in the 20-30th of the 20th century. In the dissertation the theoretically legal principles of the Soviet social insurance are substantiated, its role and place in the Bolshevik doctrine of the social development are definied. The organized structure, state and social structure of the insurance bodies and the contingent of insured are investigated. The dissertation deals with the sources of the financial security of the social insurance system, the financial position of the insurance funds, the financial means of the insurance bodies in providing for insured with pensions and assistances. The activity of the insurance bodies is studied in the sphere of protecting from unemployment and temporary disablement, the attempts of introduction of medical insurance are analyzed through the service of insured in hospitals and sanatoriums of the social insurance. The work represents the organizing and legal basis of the formation and development of pension insurance and the procedure of the assignment and grant of the State pensions from the social insurance means.
