Аналізуються проблеми та завдання впровадження проєкту «Педагогічна конституція Європи», спрямованого на підготовку нового вчителя для об’єднаної Європи ХХІ століття; зазначається, що саме вчитель має взяти на себе відповідальність за духовну атмосферу і моральні якості європейської спільноти; задля цього (відповідно до Проєкту) учитель має володіти найновішими знаннями, практично спрямованими компетентностями, інтегративним світоглядом та гуманістичними цінностями; серед основних компетентностей особливе значення мають: 1) предметно-знаннєва компетентність; 2) комунікативна компетентність (зокрема, сучасний учитель має вільно володіти кількома європейськими мовами); 3) компетентність європейської самоідентичності; 4) компетентність справедливості; 5) лідерська компетентність;
6) дослідницько-аналітична компетентність; 7) здатність навчатися впродовж усього життя; 8) емпатія – здатність розуміти переживання учня чи студента та співпереживати в процесі спілкування. Такі компетентності сучасного вчителя є запорукою того, що він професійно й послідовно зможе формувати у своїх учнів підвалини європейської ідентичності. Автор наголошує, що педагогічна освіта має забезпечити поєднання знань навчальних предметів та знань, умінь і навичок з педагогіки, методики та дидактики, аналізує філософію навчально-виховного процесу нового європейського типу.
The problems and tasks of the project "Pedagogical Constitution of Europe", aimed at training a new teacher for a united Europe of the XXI century, are analyzed. It is noted that it is the teacher who must take responsibility for the spiritual atmosphere and moral qualities of the European community; for this purpose (in accordance with the specified Project) the teacher must have the latest knowledge, practically oriented competencies, integrative worldview and humanistic values; among the main competencies of special importance are: 1) subject-knowledge competence; 2) communicative competence (in particular, a modern teacher must be fluent in several European languages); 3) competence of European self-identity; 4) competence of justice; 5) leadership competence; 6) research and analytical competence; 7) the ability to learn
throughout life; 8) empathy — the ability to understand the experiences of a pupil or student and empathize in the process of communication. Such competencies of a modern teacher are a guarantee that he will be able to professionally and consistently form the foundations of European identity in his students. The author emphasizes that pedagogical education should provide a combination of knowledge of subjects and knowledge general, skills and abilities in pedagogy, methodology and didactics, analyzes the philosophy of the educational process of the new European type.
