Положення про Інститут освіти людей третього віку

Abstract

У час стрімкого технічного, технологічного та економічного розвитку багатьох країн світу з одночасним процесом демографічного старіння суспільства освіта людей похилого / третього віку* (старших дорослих – у США) стала важливим напрямом соціально-економічної політики. Старіння населення, що створює суспільству виклики політичного, економічного, культурного й соціального характеру, зумовлює необхідність забезпечення адаптації та інтеграції людей похилого / третього віку до нових, швидкозмінних умов життя та збереження людського потенціалу. *Відповідно до чотирьохвікової періодизації (Laslett P. The emergence of the third age: A fresh map of life /Laslett P. – Cambridge, MA: Harvard University Press, 1991), прийнятної в соціальній та освітній геронтології, третій вік – це період часу, який настає після середнього віку, коли люди все ще активні (55-74 роки), і триває до старості. Зростаюча увага дослідників до проблем життя людини третього віку в суспільстві призвела до глибокого вивчення різних факторів соціального розвитку особистості, серед яких особливий інтерес викликає освіта. В Україні особлива значущість освіти людей третього віку зумовлена переходом від концепції «освіти на все життя» до концепції «освіти впродовж життя», що є характерною особливістю системи освіти в інформаційному світі. На сучасному етапі розвитку суспільства освіта розглядається як один з найважливіших інструментів його поступу, збереження й примноження інтелектуального та культурного потенціалу, тому залучення людей третього віку до освітньої діяльності повинно стати одним зі стратегічних напрямів державної політики. Освіта у третьому віці обґрунтована результатами досліджень у сфері геронтології, які доводять позитивний вплив інтелектуального, емоційного і духовного розвитку на якість життя людини і на розширення її здатності бути корисною для суспільства. У цьому контексті вивчення досвіду Сполучених Штатів Америки щодо формування і розвитку освіти людей третього віку викликає значний інтерес з метою всебічного осмислення і творчого використання його позитивних ідей, оскільки у США, - по-перше, освіта й соціальне забезпечення є пріоритетними напрямами державної політики; - по-друге, освіта людей третього віку представлена вагомими педагогічними досягненнями та мережею добре розвинених інституцій зі сформованими суспільними традиціями; - по-третє, освітня геронтологія ґрунтується на високоякісних результатах теоретичних та емпіричних досліджень, дієвість яких доведена світовим визнанням і практичною реалізацією. «Положення про Інститут освіти людей третього віку» розроблено на основі аналізу інституційної моделі освіти старших дорослих (людей третього віку) у США – «Institute for Learning in Retirement», «Lifelong Learning Institute», які діють як структурні підрозділи закладів вищої освіти. Положення регламентує загальні юридичні, економічні та управлінські засади функціонування Інституту освіти людей третього віку як інституційної моделі неформальної освіти людей третього віку, запозичену з американського соціального, наукового і педагогічного досвіду, та адаптовану до законодавства та організації і провадження освітньої діяльності у закладах вищої освіти в Україні. «Положення про Інститут освіти людей третього віку» визначає порядок створення та організацію діяльності Інституту, його структуру та учасників освітнього процесу, окреслює основні напрями освітньої діяльності Інституту, регламентує його співпрацю з іншими, зокрема й міжнародними, організаціями.

In the time of rapid technological and economic development of many developed countries, with the simultaneous process of demographic population ageing, the education of the people of the third age* (in the USA – older adult education) has become an important part of socio-economic policy. Rapid population ageing, which creates political, economic, cultural and social challenges to society, necessitates the adaptation and integration of older people to new, rapidly changing living conditions and human potential enhancement. *According to the four-age periodization (Laslett P. The emergence of the third age: A fresh map of life / Laslett P. - Cambridge, MA: Harvard University Press, 1991), acceptable in social and educational gerontology, the third age is a period of time, which comes after the middle age, when people are still active (55-74 years old), and lasts until the old age. The growing attention of researchers to the problems of human life in the third age has led to in-depth study of various factors of individual social development, among which education is of particular interest. In Ukraine, the special significance of the education of people of the third age is due to the transition from the concept of «education for life» to the concept of «lifelong education», which is a characteristic feature of the education system in the information society. At the present stage of social and economic development, education is considered to be one of the most important tools for social progress, preservation and enhancement of intellectual and cultural potential. Therefore, the involvement of the people of the third age in educational activities should become one of the strategic directions of the state policy. Education in the third age is based on the results of the investigations in the field of gerontology, which proves the positive influence of personal intellectual, cultural and emotional development on the quality of human life and the expansion of its ability to be useful to society. In this context, exploring the experience of the United States in the field of older adult education is of considerable interest for the purpose of the creative use of its positive ideas, since in the USA has some invaluable experience in older adult education. Firstly, education and social security are the priority areas of the state policy. Secondly, the education of the people of the third age is represented by significant pedagogical achievements and a network of well-developed institutions with established social traditions. Thirdly, educational gerontology is based on high-quality results of theoretical and empirical research, the effectiveness of which is proved by world recognition and practical implementation. The «Regulations on the Institute for Education of the Third Age People» are based on the analysis of the institutional model of older adult education in the USA – Institute for Learning in Retirement, Lifelong Learning Institute, which act as structural subdivisions (departments) of higher education institutions. The «Regulations on the Institute for Education of the Third Age People» regulates the general legal, economic and managerial principles of the functioning of the Institute as an institutional model of non-formal education of the people of the third age borrowed from social, scientific and pedagogical experience of the USA, and adapted to the legislation of Ukraine and organization of educational activities in higher education institutions in Ukraine. The «Regulations on the Institute of Education of the Third Age» determines the procedure for the establishment and organization of the Institute, its structure and the participants of educational process, outlines the main directions of the educational activity of the Institute. It also regulates the Institute’s cooperation with international organizations.
